Change of use permission brings plan for new wine bar in Chesterfield a step closer

Charcuterie boards and light refreshments among applicant’s plan for new business.

Proposals for a new wine bar in Chesterfield have been supported by borough council planners who have granted change of use consent.

Olivia Beddingham has unveiled the scheme for 35 Chatsworth Road, which operated as The Outbreak microbar until March 2026, in a planning application.

An officer’s report to the council states: “The previous use was as a Class E use, with a selection of businesses there such as a florist and beauty salon, with some evidence that it was recently in use as a bar although the property is currently vacant.”

Miss Beddingham’s application stated that the wine bar would be open seven days a week and would employ two full-time and four part-time members of staff.

The ground floor will be open to the public from 11am until 11pm. Miss Beddingham has agreed to an officer’s request that the first floor would be open to the public from 11am until 9.45pm and that all work and operational activities on this floor would cease by 10pm.

In a noise and customer management submission, Miss Beddingham states: “Flights Wine Bar is a small, independently operated hospitality venue offering wine, coffee, charcuterie boards and light refreshments in a relaxed and welcoming environment.”

Background music will complement the atmosphere and music levels will be managed appropriately to minimise any potential disturbance to neighbouring residents.
