The car had been discussed at a briefing of Derbyshire Roads Policing Unit and was then located and stopped heading towards Sheffield on the A61.
Along with the cigarettes they found shopfittings and balaclavas.
The burglary had taken place in Matlock 30 minutes before.
Two people were arrested.
