Sue Bower, said: “Another confusing message from the government. Some will think its acceptable to meet in groups of 14.”

Gabrielle Woodcock agreed she said: “We aren’t allowed to mix outside of our bubbles but this basically reads you can have a party of up to 15.”

Sharon Townend, said: “That's almost a green light for some that its ok for up to 15 people to mix when we're not even supposed to be personally interacting with our own families.

"Unbelievable.”

Fines of up to £10,000 for holding gatherings of more than 30 people will still only apply to the organisers.
