I read that the East Midlands Combined Authority is set to approve £7.75m funding for certain projects.

Could someone tell me where this money is coming from, as I was under the impression that most of the authorities that come under the East Midlands Combined Authority are on the verge of bankruptcy? This project looks like it is overseen by people that have never run a business and are throwing money about like confetti, while pensioners and other people are struggling. The combined authority says it hopes it will create jobs but that about sums it up – hopes.
