Pubs across the country have had to change their rules this week to follow strict government guidelines to try and curb the second wave of Covid-19.

However, not every area will have the same rules for drinkers this weekend after the implementation of a ‘three tier’ restriction system.

Liverpool City Region currently has the highest restrictions through Tier 3, and Greater Manchester and Lancashire are expected to also implement these tighter rules.

A number of cities, including Sheffield and Leeds, could also follow to the highest restriction level in coming weeks.

What are the rules in each tier?

Tier 1:

- Pubs in Tier 1 areas are obliged to follow the ‘rule of six’ if meeting indoors or outdoors

- Pubs and restaurants have to abide by the national 10pm curfew

Tier 2:

- ‘Rule of six’ still applies outdoors

- Pubs and restaurants have to abide by the national 10pm curfew

Tier 2 includes Sheffield, Chesterfield and Doncaster

Tier 3:

- Pubs closed (unless serving food)

- Categorically no household mixing indoors or outdoors in pubs

- ‘Rule of six’ also applies, and also counts for public areas

- People told not to travel outside of the area to drink in pubs in cities with fewer restrictions

Some pubs have already said that these new restrictions, including the 10pm curfew, could be the final nail in the coffin for the industry, with a number of them having little or no custom during the week.

Conor Smith, landlord at The Dog & Partridge on Trippet Lane in Sheffield, said: “It’s absolutely horrendous, it’s impossible to survive the way things are going. It’s going to be impossible without support.

"It’s troubling times for the industry, without a doubt. The curfew was bad enough, it was an absolute disaster. It’s just reducing our capacity to return any money.”

In Liverpool, certain individual pubs have been lamenting the restrictions as other pubs, that serve “substantial meals”, have been allowed to stay open and generate business, whilst most are unable to even open.

To support the industry, a number of pubs are also offering a free drink every week throughout October.

Dawn Hopkins, vice-chair of the Campaign for Pubs, said: “The Chancellor and the Government have simply ignored the needs of many thousands of publicans and their families.

"It’s so unfair for the Government to impose rules that mean many pubs cannot trade profitably, then do nothing to support and compensate these pubs.

"Without support, the future of thousands of pubs is at stake but this also represents the future for thousands of UK families.

"Until the Government announces measures to support pubs and publicans, their claim to help people and businesses through this crisis will ring very hollow to the nation’s licenses and pub staff.”
