Rowe is a 20/1 shot to take over at Deepdale following the departure of Alex Neil on Sunday after almost four years in charge.
Other 20/1 shots include John Terry, Joey Barton, Paul Lambert, Slaven Bilic and Tony Pulis.
Neil was sacked after just one win in nine, leaving PNE in 16th in the Championship.

Rowe has lost just four of his 19 matches in charge at Town since being appointed in November, giving the Blues a chance of making the National League play-offs.
His recruitment and eye-catching style of play has took the Spireites from relegation candidates to promotion contenders.
He signed a new contract extension until the summer of 2023 in March after he was reportedly linked with jobs in League Two following Chesterfield’s impressive run of form.
